SEABROOK — Four of the five town public works employees charged with theft in 2024 are back at work with charges dropped, while one is still facing trial.

Casey Carter, 43, Shauna Carter, 41, Ralph Welch, 53, Forrest Carter, 63, all of Seabrook, and Herbert Randall, 67, of Effingham, were each arrested in October 2024 as part of a police investigation involving the misuse of town funds.
