The exact status of a bill that would redraw the state’s eight congressional districts — and eliminate the last Republican-leaning district — has been elusive.

House Bill 488 passed the House three weeks ago but remains in the Senate Rules Committee, a kind of legislative purgatory. Mostly dead. But to quote Billy Crystal’s character from “The Princess Bride,” mostly dead is slightly alive.
