Just five years ago, Republican Gov. Doug Ducey signed a bipartisan bill that recognized biometrically secure consular IDs issued by Mexico and other countries as valid forms of identification in limited situations, such as during interactions with police or at the bank.

Now, Republican lawmakers want to walk back that authorization and make it illegal for immigrants to open bank accounts, send money abroad, cash checks or apply for loans.
