An Oklahoma city’s appeal of a town’s wastewater permit issued by the Arkansas Division of Environmental Quality upstream of its drinking water source was dismissed on a technicality Friday by the state pollution control panel.

The Pollution Control and Ecology Commission tossed the appeal, ruling it had never been technically filed in the first place. There was little discussion by the seven-member panel, and the voice vote had no audible dissents.
