Citing statistics showing that impaired drivers contribute to more than 30% of fatalities on Florida roads, Jacksonville Republican Rep. Dean Black introduced legislation Thursday that would ban medical marijuana patients from possessing open containers of cannabis.

The prohibition would apply if they were driving or a passenger in a vehicle, with the penalty being the loss of their medical marijuana card after committing a third such violation.
