DOVER — Chinburg, one of the Seacoast's best-known developers, is seeking to convert "underutilized" commercial space in the Cocheco Mills into 27 new apartments.

The applicant and owner of the 100 Main St. building is Cocheco Mills Holdings, LLC, according to plans filed with the city. Its principal is Eric Chinburg, who is owner and president of Chinburg Properties.

The building already has 117 residential units.
