When President Donald Trump announced in September, with the approval of Tennessee Gov. Bill Lee, that he would install agents from the FBI, Immigration and Customs Enforcement, U.S. Marshals, Homeland Security, and Customs and Border Protection, among others, in Memphis, he said the purpose was to crack down on crime.
