The Indiana General Assembly kept up with a national, bipartisan trend of increased state control over local governance this session. The national trend of states preempting local laws stems from both parties pushing cultural war policies in states they control. States also have moved to consolidate governments, control larger city policies, and influence local tax and revenue sources.
