SUMAS — Tuesday morning should have been peak time at Loca Mocha in downtown Sumas.

But only about 20 cars had pulled through the coffee shop’s drive-thru by 9:30 a.m. Tuesday, Jan. 13. Typically, the shop would have already received 50 or 60 orders.
