On a hot July day in 2022, a police officer knocked on Linda Bradley’s door in Russellville, Arkansas, and told her that her brother, Daniel Lewis White, was dead. He had died at age 69 in the Sebastian County Jail in Fort Smith, where he had been detained for 11 days.

Bradley was shocked.
