A day after Biddeford resident Kyle Billings saw 25-year-old Johan Sebastián Durán Guerrero lying in the street after being shot by federal immigration agents, he joined hundreds of protesters outside U.S. Immigration and Customs Enforcement’s Scarborough facility to demand change.

Holding a sign reading “Leave Biddo,” Billings said he was shocked that ICE agents shot someone in his neighborhood.

“Nothing like this has ever happened, especially so nearby,” he said.
