On Jan. 30, as immigration attorney Matthew Mockenhaupt was representing a client in a hearing, his email inbox flooded with calendar invites from the court. He’d never seen the court schedule so many hearings on such short notice — and, even stranger, all of the cases involved people from Somalia.
