Imagine this, standing on your street with your knees deep in the water, cars stopped in the middle of the road, heavy rainfall pelts your umbrella, and a fish swims by your leg. That is the scene in Providence when heavy rainfall hits the state, maybe minus the fish. As it stands right now, the state’s current stormwater runoff system is outdated and inefficient at providing adequate runoff drainage.
