The transition from high school is becoming increasingly complex for young people, according to educators, youth advocates and the county’s own housing plan.

Jefferson County’s 2025- 2030 Homeless & Affordable Housing Services Plan, finalized in December 2025, identifies youth and young adults leaving school, foster care or unstable family situations as being at heightened risk of homelessness and housing instability.
