PORTSMOUTH — The Kane Company received a major endorsement for its proposal to build more than 270 market-rate apartments on an 8.4-acre undeveloped parcel.

The city’s Technical Advisory Committee voted March 3 to move the proposed development at 150 Portsmouth Blvd. to the Planning Board, which will make the final decision whether to grant site plan approval.
