Gov. Patrick Morrisey appointed his first pick to the state school board on Wednesday, promising to improve the state’s low education outcomes and oversight over troubled school finances.

James Paul will join the West Virginia Board of Education. He is the director of state education opportunity at America First Policy Institute.
