North Carolina voters this fall will be asked whether they want to change the state’s constitution to cap the state income tax at 3.5% and to limit local property taxes.

Those are two of three constitutional amendments approved by the North Carolina House Wednesday. The other one, changing how Council of State vacancies can be filled, still needs Senate approval.
