Enough people objected to new state election rules governing photo identification, conduct at the polls, recounts and absentee voting to delay them until after the midterm elections.

The Rules Review Commission unanimously approved a slate of Board of Elections rules last week, but at least 10 people wrote opposition letters for each one. Those objections mean that implementation is delayed until the legislature can review them during its next regular season.
