The pending $15.4 billion merger between NorthWestern Energy and Black Hills Corp looks more like an acquisition that will short Montana customers, according to a conservation watchdog.

Tuesday, the Montana Public Service Commission took up a couple of matters related to NorthWestern Energy, the largest monopoly utility in the state, and it heard concerns about the proposed merger.
