PORTSMOUTH — The Historic District Commission voted to approve a modified but controversial plan to build a new single-family home in a South End neighborhood near the “Candy Cottage” site.

The board voted at its Sept. 2 meeting to approve the proposed home and detached one-car garage with an accessory space at 20 Pray St., despite continued opposition from some in the neighborhood.
