PORTSMOUTH — Mayor Deaglan McEachern doesn’t think the City Council will take up a proposed Resident Access Parking Program (RAPP) pilot until they hear back from a city committee.

The program, as proposed by city staff, calls for charging non-residents $1 per hour to park in multiple city-owned parking lots, where now both residents and out-of-towners park for free.

The pilot program, as currently proposed, would not include the Parrott Avenue parking lot.
