“As you might guess, as their population changes, things could be happening that could affect the human population,” she said. “They’re like a canary in a coal mine, seabirds are.” Decades ago, Smith, along with Eleanor Stopps, led the charge to have Protection Island — a 364- acre island sitting just off the beaches of Port Townsend — designated as a National Wildlife Refuge.
