Over the course of five and a half hours Wednesday night, fans and foes of a Providence ordinance that would cap rent increases at 4% annually in the city sparred passionately during the first public hearing on the matter at City Hall.

The City Council has labeled the measure a stabilizing tactic, which would limit increases, rather than rent control per se, which freezes in place specific prices for specific units.
