COLUMBIA — Legislators could cut tobacco taxes in half for a relatively new kind of electronic cigarette not yet available in South Carolina stores, while increasing taxes on vapes.

Companies have billed both vapes and the heated tobacco products as less dangerous tools to help cigarette smokers quit. But health organizations warn that all tobacco products are harmful.
