PORTSMOUTH — Families seeking childcare on the Seacoast must deal with high costs and a lack of available spots for their infants and toddlers, according to a recently released report prepared by the Portsmouth Childcare Working Group.

“When we talk about childcare, the math is just broken,” City Councilor Annie Hopkins said, presenting a summary of the group’s findings during a recent City Council meeting. “This is a structural market failure.”
