Gov. Gretchen Whitmer expanded a state of emergency to the counties of Eaton, Jackson, Kalamazoo, Mecosta, and Muskegon, and in the cities of Ann Arbor and Kalamazoo in the wake of extreme weather events, including severe rainfall and tornadoes that have led to flooding and damaged roads.
