It’s been 20 years now since North Carolina started its state lottery and with only a very few exceptions, state lotteries are now an almost universal phenomenon. Interestingly, however, the rise of lotteries has coincided with the massive growth of legalized private gambling, and this has posed challenges for state officials to keep their lotteries relevant and revenue producing.
