OLYMPIA — A bipartisan bill introduced by state Rep. Mark Klicker, R-Walla Walla, that would have allowed cafés and small stores in residential areas has died in committee.

The bill's goal was to create relaxed community hangouts where neighbors could spend a little time together while spending a little money.
