OLYMPIA — The state House of Representatives has passed a bill that would legalize small stores and cafes in areas zoned residential.

The idea behind House Bill 1175 is to create low-key community hubs where neighbors can greet each other and spend time together.

“People want that — they yearn for it,” said Rep. Mark Klicker, R-Walla Walla, who introduced the bill that was passed in the first week of the short legislative session.
