West Virginia delegates on Friday passed legislation that would allow the state’s Higher Education Policy Commission to set up a program to help students with food, health and hygiene products.

House Bill 4081 would establish the Higher Education Health and Aid Grant program. The bill passed with 71 to 22 vote.
