Wisconsin’s Legislative Black Caucus kicked off its annual celebration of Black History Month in the Capitol rotunda Tuesday with a ceremony that included the playing of drums by One City School students, a group rendition of “Lift Every Voice and Sing” — the Black National Anthem — and Rep.
