Minnesota lawmakers have less than three weeks left, and Gov. Tim Walz has only signed a handful of bills in what has largely been an unproductive session so far.

But that’s the nature of divided government, which is compounded by the upcoming midterm election when all 201 legislative seats are on the ballot. Lawmakers are not required to pass a budget after passing a two-year budget in 2025, so incentives are working against them.
