A disturbing domestic violence and murder case in Kanawha County has spurred legislation that supporters hope will prevent further tragedies like it in West Virginia.

Police said Jason Phillips shot and killed his wife, Joanna Phillips, 46, in the kitchen of their Sissonville, West Virginia, home late last year. The husband was out on a personal recognizance bond for alleged domestic battery that prohibited contact with the victim.
