West Virginia state code prohibits people who are not United States citizens from voting in elections. A measure on the ballot in the November election would take the prohibition further by adding it to the constitution.

Sen. Patricia Rucker, R-Jefferson, a naturalized U.S. citizen and the lead sponsor of Senate Joint Resolution 9, which put the measure on the ballot, told reporters Tuesday citizen-only voting is a very important issue.
